FAQ – Answers to frequently asked questions

Would you like to find out more about our containers, an optimal handling system or particular statutory provisions? In our FAQs we have summarised answers to some of the most frequent questions for you in a clear manner.

Mobile tanks

Approval / Inspection

Is the mobile tank approved as a transport container (packaging or IBC)? In this case, no approval is necessary for the transportation. If you use the system for a stationary purpose according to the Ordinance on Installations for the Handling of Substances Hazardous to Water (AwSV), you must observe the requirements for a stationary fuel tank system, however.

Yes, all IBC approved containers - such as the QUADRO-C with a volume of 700 litres or more - must be tested on a recurring basis according with ADR. The situation is different with containers approved as drums or packaging such as the CONTY-B or the CONTY-ECO. These are not subject to the obligation to carry out recurring inspections. Other possibly required tests such as UVV (Waste Catalogue Ordinance), explosion protection for petrol solutions, etc. shall also be carried out under the operator’s responsibility at the prescribed intervals.

No. Plastic or combination IBCs with a plastic inner container may be used according to the ADR paragraph 4.1.1.15 for a maximum of five years. But: the plastic container can be replaced by means of repair by a recognised qualified company and be used for another five years after a subsequent inspection. 

No! As long as the required inspections have been carried out, IBCS as well as drums and packaging are approved for transport for an unlimited period of time.

According to the ADR, inspections must be carried out at intervals of no more than 2.5 years from e date of manufacture

This is regulated in rule BAM-GGR 002 on hazardous goods issued by the Federal Institute for Materials and Research (BAM). This defines who is authorised to carry out repeat checks and inspections on IBCs.

Inspection after  2 ½ years
By a level II inspection body registered with the BAM, pursuant to BAM-GGR 002 – Part B, Paragraphs B 1.2.1, B 2.1 and B 3.1

Inspection after  5 years
By a level I inspection body registered with the BAM, pursuant to BAM-GGR 002 – Part A, Paragraphs A 1.2.1, A 2.1 and A 3.1

Details are defined in ADR/RID sections 6.5.4.4. and 6.5.6.7. These include the following tasks:
 
Inspection after 2 ½ years

  • Inspection of the exteernal condition
  • Inspection of the identification marking
  • Testing the function of the operating equipment
  • Leak test using air at 0.2 bar excess pressure

 
Inspection after 5 years

  • Scope of the inspection after 2 ½ years
  • Checking concordance with the model type
  • Internal inspection

Transport

Is the container approved as a transport container for hazardous goods In this case it may, of course, be transported. All Rietberg fuel containers are either approved as packaging, IBCs or tank container and may therefore be transported when filled.

Make sure that the labelling and identification marks on the container are complete and legible. As long as goods are transported under "simplified conditions" (without exceeding the permitted limits according to ADR section 1.1.3.6, 1000 points rule), they must only be accompanied by one 2 kg fire extinguisher and a shipping document. Please bear in mind: It goes without saying that the mandatory inspections have been carried out according to schedule. Even the container itself must be intact and all openings on the container tightly sealed.

Mobile tanks that are approved as packaging or IBCs may be transported under “simplified conditions”. This is always possible if the permitted limits (1000 points rule) specified in ADR section 1.1.3.6 are not exceeded. In case of transport under "simplified conditions", specific ADR regulations do not need to be observed.

Here are the most important regulations at a glance

  • the requirements regarding the vehicle and its equipment. In detail: No orange warning signs in the front and rear!
  • Special training of the vehicle driver. In detail: No ADR (hazardous goods driver) licence!

The permitted limit for diesel is 1000 litres (= 1000 points), for petrol 333 litres (= 999 points) per transport unit (vehicle with/without trailer). Provided that no other hazardous goods are transported. Larger quantities may, of course, also be transported with approved containers, however, all ADR regulations for transporting hazardous goods must then be complied with.

A shipping document is ultimately nothing more than a delivery note, on which, however, the following mandatory information must be present in accordance with ADR Section 5.4.1.
The information in [brackets] are for diesel, as an example:

a) The UN number of the substance [UN 1202]
b) The official designation of the substance [diesel fuel]
c) The number of the hazard label/hazardous goods class [III]
d) The packaging group of the substance [3]
e) Number and description of the item being transported [1 x IBC]  
f) The total quantity of hazardous goods [950 litres]
g) The name and address of the sender [XXX]
h) The name and address of the recipient [YYY]
i) An explanation according to the regulations of a special agreement [Transport without exceeding the permitted limits defined in subsection 1.1.3.6]

The shipping document is not bound to any layout and the position and order of the information may be freely selected. The information about a), b), c), d) and k) however, must be specified in this order without any additional information, i.e. for diesel:

UN 1202 DIESEL FUEL, 3, III, (D/E)

Pursuant to ADR Chapter 5.2, transport items (packaging and IBCs) must be marked and labelled to enable identification of the material being transported from the outside. In case of IBCs with a capacity of more than 450 litres, this must be done on two opposite sides. In case of IBCs with a capacity of up to 450 litres as well as packaging, this is only required on one side.

The following labelling is an example for transporting petrol:

UN number: UN 1203  
Hazardous goods class: Hazardous label no. 3 (red diamond with flame symbol)
Warning of environmentally hazardous substance: Identification mark (white diamond with fish and tree symbol)

In addition, substance-related safety information according to GHS must be attached once. An IBC properly prepared for transport could thus look like this (Kraftstoffcontainer Kennzeichnung - Download (pdf, 274 KB)).
Incidentally: each Rietberg IBC/packaging includes a set of stickers for initial marking.

Operation / maintenance

According to TRbF 30 attachment 4, mobile machinery may be filled from tank containers in a liquid-filled system with a flow of max. 200 litres/min. Fuelling of motor vehicles from tank containers is not admissible. The container has to be installed on a surface with sufficient load-bearing capacity. For delivery of petrol, the container must be properly earthed.

Our tank containers may be used for the transportation and storage of flammable liquids. If you want to use our models as discharge containers at the location of storage, these must not be refilled at the same location. This must be done at a filling area such as a fuel station. In addition, filling the container must always be done through the dedicated filler neck either from a tanker vehicle with connection of the fill limit indicator or at a fuel station or filling station for private consumption with automatically locking pump nozzle.

Rietberg fuel containers are largely maintenance-free. Irrespective of the inspections according to ADR, however, containers and equipment have to be regularly checked for potential damage. The fuel container may only be used in a technically faultless condition. The leakage indicator on a double-walled fuel container, any limit indicator present as well as a potentially fitted pump require inspection according to the relevant operating instructions.

STATIONARY TANKS FOR DIESEL

Approval / Inspection

In general, tanks with a capacity of more than 1,000 litres must be registered and for more than 5,000 litres capacity, an application for building approval is required. In some federal states, however, different regulations apply.

Diesel tank systems with a capacity of more than 1,000 litres require inspection by a qualified professional prior to commissioning. There is no need for the inspection, however, if the system was installed by a qualified company.

A diesel tank system up to a capacity of 10,000 litres does not need to be repeatedly inspected (5 m³ in water protection areas). Local authorities may specify further requirements, however.

Transport

Storage containers are not approved for the transport of hazardous goods and must generally not be transported while filled. If a storage container has to be taken to a different location, the container must be drained to a specific residual filling level due to technical circumstances and all openings must be tightly sealed. In case of this kind of transport, the container is subject to regulations according to ADR subsection 1.1.3.1 f).

Installation

Diesel tank systems with Rietberg containers are filling stations for private consumption as a rule. That means: these are systems with low consumption, which according to AwSV do not exceed an annual delivery volume of 100 cubic metres. The requirements of filling stations for motor vehicles are defined in TRwS 781. In general it should be noted that an approved storage container may also be used for outdoor installation. The container should be double-walled according to AwSV or be equipped with an approved collection tray. A filling area is still required. Suitable protection against collisions must be ensured.

Double-walled units within the meaning of AwSV Section 2 (17) consist of two independent walls. The space between them is equipped with a leakage indicator system, which shows leaky points on the inner and outer walls. All Rietberg fuel tank systems are double-walled units. This also applies, incidentally, to all Rietberg fuel containers consisting of two walls. Containers in or on a collection tray, on the other hand, are not double-walled units according to AwSV.

According to TRwS 781 , a filling area is required for filling the container as well as for fuelling the vehicles. For units below 1000 litres of storage capacity, simplified conditions apply. Rietbergwerke offer a ready-made solution with the fuel filling bay .

Operation / maintenance

It must be possible to switch the delivery equipment off quickly. An emergency stop switch may also need to be installed. You must also keep a fire extinguisher and oil binding agent to hand. Operating instructions must also be put up on display.

Rietberg fuel tank systems are largely maintenance-free. Containers and equipment, on the other hand, must be regularly checked for potential damage and the fuel tank system may only be used in perfect condition. The leakage indicator and any limit indicator present as well as a potentially fitted pump require inspection according to the operating instructions.

STATIONARY TANKS FOR PETROL

Approval / Inspection

No, because according to operational safety regulations, petrol tank systems require an approval. Usually, a building approval must also be applied for.

The requirements for a storage tank are defined in TRwS 781. It should be noted that an approved storage container is used for outdoor installation. The container should be double-walled according to AwSV. A minimum distance of 10 m to buildings must be observed if these are not sufficiently protected against fire (F90 according to DIN 4102). Furthermore, a suitable protection against collisions must be ensured.

Double-walled units within the meaning of AwSV Section 2 (17) consist of two independent walls. The space between them is equipped with a leakage indicator system, which shows leaky points on the inner and outer walls. All Rietberg fuel storage tanks are double-walled units. This also applies, incidentally, to all Rietberg fuel containers consisting of two walls. Containers in or on a collection tray, on the other hand, are not double-walled units according to AwSV.

According to TRbF20, the storage of flame-retardant liquids of hazard class AIII (flash point above 55°C) and of non-flammable substances does not require notice nor approval.

For the size of the filling area, the following aspects must be taken into account:

a) Filling of the storage container
The working area for filling covers the horizontal hose guide line around the connection fitting of the storage container plus 2.5 m in all directions.

b) Delivery – fuelling of vehicles
Here, the rule of discharge hose length including nozzle plus 1 m in all directions applies. The respective circle can be reduced to a semi-circle by means of a splash guard wall. For this purpose, a splash guard wall with a minimum height of 1 m and sufficient width is required.

When designing the filling area, the retention capacity must also be taken into account - the following applies here:

a) Filling the storage container
For filling of the storage container, the retention capacity is defined by the fuel volume that may be discharged within the time until automatic activation of safety equipment.
This means that if a filling hose protection mechanism (ASS) is used, a retention capacity of 100 litres is required.
If equipment with an attention button and emergency off switch (ANA) is used when filling, a retention capacity of 900 litres is required.

b) Delivery – fuelling of vehicles
For delivery, the maximum retention capacity is calculated from the maximum pumping capacity of the fuel pump in 3 minutes, i.e. a nominal pumping capacity of 50 litres/min leads to a retention capacity of 150 litres.

The Rietberg fuel filling bay is not approved for petrol.

Operation / maintenance

The risk assessment must be carried out according to operational safety regulations and the explosion protection documentation must be prepared.

STORAGE AND COLLECTION CONTAINERS FOR NON-FLAMMABLE SUBSTANCES (AIII)

Approval / Inspection

According to TRwS 781, a filling area is required for filling the container as well as for fuelling the vehicles. For filling stations for private, low consumption, simplified conditions apply.

Units with a capacity of more than 1,000 litres must be inspected by a qualified professional prior to commissioning. Up to a unit capacity of 10 m³, there is no need for the inspection as long as the unit was installed by a qualified company. Incidentally, the inspection obligations are governed in the Ordinance on Installations for the Handling of Substances Hazardous to Water (AwSV).

Units up to a capacity of 10,000 litres do not require repeated inspection (5 m³ in water protection areas). Units with a capacity of more than 10 m³ (content of all containers) require inspection by a qualified professional at intervals of five years. Local authorities may specify further requirements.

Installation

According to AwSV, units have to prevent leakage of water-polluting substances. The units have to be watertight, stable and sufficiently resistant against any anticipated mechanical, thermal and chemical loads. Leaky points must also be quickly and reliably identifiable. Leaking, water-polluting substances must also be quickly and reliably identified and retained. Furthermore, drip losses caused by operations must be collected. The unit must be installed on a suitably firm surface and suitable protection against collision must be ensured.

Double-walled units within the meaning of AwSV Section 2 (17) consist of two independent walls. The space between them is equipped with a leakage indicator system, which shows leaky points on the inner and outer walls. All Rietberg fuel storage tanks are double-walled units. This also applies, incidentally, to all Rietberg fuel containers consisting of two walls. Containers in or on a collection tray, on the other hand, are not double-walled units according to AwSV.

For double-walled units within the meaning of AwSV, no collection trays are required – otherwise, the following applies:

Mixtures that may containing water-polluting substances and leak in case of damage have to be able to be retained. The collection capacity of the storage space has to correspond to the maximum volume of the substances that may leak in case of malfunctions. For units with a capacity below 1 m³ and for liquids of WGK1, no retention capacity is required.

Filling

Storage containers may only be filled via a fixed pipeline connection with an overfill protection device. Rietberg collection containers with filling hopper may be intermittently filled with low volumes without an overfill protection device.

Operation / maintenance

From a unit capacity of more than 1 m³, the operator is required to prepare a description of the unit with a monitoring and servicing schedule and emergency plan and use these to define operating instructions specifying all measures required for operation.

Rietberg storage and collection containers are largely maintenance-free. However, containers and equipment have to be regularly checked for potential damage. The unit must only be used in perfect condition. The leakage indicator and any overfill protection device present as well as any other equipment parts require inspection according to the relevant operating instructions.

STORAGE AND COLLECTION CONTAINERS AND TANKS FOR FLAMMABLE SUBSTANCES (AI)

Approval / Inspection

According to TRbF20 , storage of flammable liquids of hazard class AI (flash point below 55 °C) or flammable substances with a volume of more than 450 l requires approval. The same applies to storage units with a total capacity of more than 10,000 litres require approval.

Yes, inspection by a qualified professional prior to commissioning is required.

Furthermore, uncontrolled spreading of potentially leaking flammable liquids must be prevented. Additionally, the container must not be exposed to direct sunlight.

Double-walled units within the meaning of AwSV Section 2 (17) consist of two independent walls. The space between them is equipped with a leakage indicator system, which shows leaky points on the inner and outer walls. All Rietberg fuel storage tanks are double-walled units. This also applies, incidentally, to all Rietberg fuel containers consisting of two walls. Containers in or on a collection tray, on the other hand, are not double-walled units according to AwSV.

A minimum distance of 10 m to buildings must be observed if these are not sufficiently protected against fire (F90 according to DIN 4102). In case of indoor installation, walls, ceilings and doors must be made of non-flammable building materials. Between storage spaces and neighbouring rooms, fire-resistant (F90 according to DIN 4102) partitions are required. In addition, ventilation has to permanently ensure at least a 5-fold exchange of air.

For double-walled units within the meaning of AwSV, no collection trays are required  – otherwise, the following applies:

Mixtures that may containing water-polluting substances and leak in case of damage have to be able to be retained. The collection capacity of the storage space has to correspond to the maximum volume of the substances that may leak in case of malfunctions.
